Anime character illustration, night rain

Create a dramatic vertical anime-style dark fantasy illustration depicting standing in a narrow old-town alley slick with rain at night, surrounded by warm gaslight and deep blue shadows. She has billowing in the wind, her face deliberately softened with a square blur to maintain anonymity. She wears a sleek layered gothic mage outfit: a high-collared coat, a fitted corset, belts and buckles, fingerless gloves, small leather pouches, hanging ornaments, as well as a blue crystal pendant and a glowing small potion vial at her waist. Her right hand reaches toward the viewer in foreshortening, casting brilliant arcane magic, the magic composed of a giant circular magic rune, several concentric rings, rune-like marks, geometric lines, star points, and many swirling light trails around her body. The wet cobblestone street reflects the lights and blue magic, and the image includes rain streaks, mist, cinematic rim light, sparkling particles, high contrast, ultra-detailed painterly texture, crisp fabric and leather textures, dynamic composition, fantastical action atmosphere, and a subtle artist-style monogram watermark in the bottom right corner.
