Character Anime Illustration Retro Neon Cute

Using REFERENCE_0 as the identity/character base and REFERENCE_1 as the pose and mood reference, create a Y2K retro magazine cover poster in flat vector illustration style. Maintain the character's recognizability from the reference images, redrawing them as a clean anime-style vector cover model, adopting the low crouching pose from REFERENCE_1, presented from a slightly high angle, with both a cute appearance and a subtle coolness.
