character anime street

Using the provided reference image, transform the scene by applying intense lighting effects. Add dynamic, swirling that wrap around the character and weave through the foreground and background. Let the character's hair flutter dynamically in the wind and fill the air with sparkling light particles. While preserving the original character design, pose, and lantern street background, elevate the overall visual effect to a aesthetic.
